Human Right Law Network has alleged that the escape of Nando, an under trial prisoner would not be possible without the involvement of high ranking police officers and the reported interrogation of constable Md. Manjur Ahmed by Joint Interrogation Cell (JIC) itself was intentionally planned to eliminate Md. Manjur Ahmed as JIC is not legally authorised to interrogate him

A release issued by legal advisor, Human Right Law Network, Manipur Meihoubam Rakesh stated that Human Right Defenders from different part of Northeast, lawyers, women activist and students who have gathered taking part in the ‘North East Consultation on Human Rights, Social Movement and Law’ equivocally condemn the extrajudicial execution of constable, Md. Manjur Ahmed allegedly perpetrated by Manipur Police with strongest term as possible.

Constable Md. ManjurAhmed, a resident of Yairipok Ninthoumanai was arrested by Manipur Police in connection with escaping of one Nando, under trial prisoner from JNIMS hospital. Nando is said to be an under trail prisoner (UTP) who faces charged under various sections of Indian Penal Code, it said.

Interestingly, participants on the consultation like to note that constable Md. Manjur Ahmed who used to be one of the police personnel guarding the UTP was put under suspension from his service on March 12 this year accusing that he is connected with the UTP as voice recording was found in one of the mobile phones seized by police, it further said.

However, on March 26, the UTP escaped from JNIMS where he was guarded by armed security guards. Moreover, the UTP while lodging in hospital was seen to have been chained to his bed, it added.

“We are of the view that the escape of the UTP could not be possible without the involvement of higher officers. In facts and circumstances stated above, there are reason to believe that the extrajudicial execution of constable Md. Manjur Ahmed is to cover up and to prevent any disclosure of police officer’s illegal actions, who helped and are involved in the escaped of the UTP by taking advantage of their rank as seniors and not following protocol to avoid any interrogation or prosecution for their wrong doing,” it alleged.

It may be mentioned that extrajudicial execution in Manipur increased on an alarming rate in the recent past and even in the beginning of this year, one Heisnam Sharatkumar Singh of Khordak Mayai Leikai also died in police custody on February 17.

The  organisation has demand the government of Manipur to hand over the investigation of the extrajudicial execution of constable Md. Manjur Ahmed by JIC and escaping of UTP Nando to Central Bureau of Investigation to ensure fair, impartial and just investigation and prosecution of those involved in these cases.
