IMPHAL | Jun 26: “Chief minister’s office must clarify on the utilisation of Rs. 1 crore which was sanctioned for the construction of Manipur Institute of Hotel Management (MIHM) at Yaralpat. The construction of MIHM was started without e-tender and work order.”
This was stated by MLA, Khumukcham assembly constituency, Joykishan during a press conference held today at state Congress office located at B.T. road, Imphal.
He said present chief minister, N. Biren has been highlighting the errors committed by other departments but he failed to bring up the errors committed by Manipur Infrastructure Development Agency (MIDA). “Biren is the chairman of MIDA and how can he skip mentioning its errors though he has highlighted errors of other departments?” he questioned.
Joykishan said that in a local daily, it is alleged that construction of MIHM has started without e-tender and work order. In response to the news story, chief engineer of MIDA clarified on June 24 that the process of e-tender is under progress and authority concerned is trying to complete the process.
He further questioned, “If the process of e-tender is under progress then how the construction of MIHM was started?” The approval and permission of e-tender should be given by ministry of tourism not by the concerned official of the State, he added.
For the construction of MIHM, Rs. 1 crore was sanctioned at MIDA and after giving utilisation certificate, another Rs. 3.11 crore was further sanctioned but still not used, he said. Joykishan said it is correct that Rs.3.11 crore has not been used but chief minister who is the chairman of MIDA must clarify immediately concerning the utilisation of Rs. 1 crore.
He further appealed that chief minister now being the works minister, that he should also clarify the work programme of works before monsoon season. The corrupted officials of MIDA must be pointed out immediately to take necessary actions, he added.
