The Returning Officer (RO) of the Outer Manipur Parliamentary Constituency, Haobam Rosita, on Monday has recommended for re-poll in altogether 19 polling stations.

Re-poll were recommended in four districts namely Ukhrul, Chandel, Senapati and Churachandpur districts.

The scrutiny of the polling stations for probable re-poll began yesterday at the conference hall of the Deputy Commissioner office, Thoubal district, who is also RO of the outer constituency.

The recommendation has been forwarded to the Election Commission of India and waiting for the approval, said Ramananda Nongmeikapam, joint CEO Manipur, speaking to IFP.

“This is just a recommendation made by the RO. It is upto the ECI to decide how many polling stations to be approved”, said joint CEO Manipur adding that the expecting approval would be received by Tuesday.

In Ukhrul, re-poll were recommended in four polling stations namely 44/21-Shangshak, 45/43-Kachai, 45/17 Poi-A and 45/18 Poi-B.

Re-poll was recommended in three polling stations in 57-Henglep under Churachandpur district namely 57/01-Sanglei, 57/03-Songkong and 57/18-Songphu.

In Senapati, as many as 11 polling stations three in 47-Karong namely 47/37-Kdom Khavii, 47/1-Koide. 48-Mao namely 48/11-Chawainu, 48/20-Songsong (B), 48/32-Makhel Keibi (A), 48/33-Makhel Keibi (B), 48/40 Tungam Khullen (D), 48/53-Tungjoy (D), 48/65-Laii (A) and 48/68-Laii (C) and under 49-Tadubi namely 49/10-Tadubi (A-1).

The recommendation report said that re-poll were recommended in seven polling stations based on factual reports.

In 45/17 Poi-A and 45/18 Poi-B as EVMs were damaged by unidentified miscreants, voting was conducted at non-designated location at Najang village for 57-Henglep and votes were cast more than number of electors (more than 100 percent turnout) in 47/37-Kdom Khavii.

In 47-1-Koide (1) the presiding officer reportedly said VVPAT was duly replaced during mock poll. Poll was conducted in a peaceful manner. However, the presiding officer has written that the VVPAT may not have been working properly.

The report of the RO further said that the remaining polling stations were recommended for re-poll based on complaints raised by the candidates/their agents, available video footage of polling stations.

It said that multiple votes were cast by one person at 41/30 Mahoutera and 44/21-Shangshak (B) while few people were seen as casting most votes in 45/43-Kachai.

VVPAT were placed outside voting compartments in 48/11 Chawainu thereby violating secrecy of voting and multiple votes were cast by one person.

Camera initially covered by plastic sheet. Once removed it is seen that multiple cotes were cast by single persons and secrecy of voting also violated in 48/20 Songsong (B). Secrecy of the was also violated in 48/32-Makhel Keibi (A) and 48/33-Makhel Keibi (B) and also in 48/40-Tungam Khullen as one person was seen standing inside voting compartments, it said.

48/40-Tungam Khullen (D) Multiple votes were cast by one persons and VVPAT was placed outside at 48/65-Laii (A).

In 48/68 Laii (C) secrecy was violated and voter were not seen casting their vote in 49/10-Tadubi (A-1).
