UKHRUL| Jul 1: Ukhrul District NREGA – Joint Action Committee has alleged that the DC of Ukhrul who is also the District Programme Co-ordinator Ukhrul for not disbursing pending liabilities (wages and materials) of MGNREGA for the fiscal year 2019-20.
Speaking at a press conference, convenor of Ukhrul District NREGA-JAC, Dickson Zimik stated that the additional chief secretary (RD and PR), on May 24, has released Rs. 13191.84 lakh as part payment of grants-in-aid of 1st instalment of the 1st tranche of Central Assistance for year 2019-20 of Rs. 9071.09 lakh, and payment of 1st instalment of 2nd tranche for fiscal year 2018-19 amounting to Rs. 1738.70 lakh along with corresponding state matching share from the total released central share of Rs. 19880.88 lakh amounting to Rs 2208.99 lakh and an amount of Rs. 173.06 lakh being the scheme fund available with SEGF for clearance of old pending liabilities (wages and materials only) of MGNREGA for the fiscal year 2019-20 was released for all districts of Manipur.
“Out of which, the total funds to be disbursed for Ukhrul District to clear the liability after adjusting the CB IB of FY 2018-19 in eFMS Nodal Account amounts to Rs. 852.15 lakh, and the funds to be deposited to eFMS Nodal account amounts to Rs. 294.00 lakh while funds to be deposited to concerned district account amounts to Rs. 558.15 lakh,” he said.
Secretary of Ukhrul District NREGA JAC, Khamung Mashangva further stated that the DC of Ukhrul is yet to disburse the amount in spite of the order released on May 24 by additional chief secretary (RD and PR). “Their repeated attempts and approach for release of the said sanctioned has not been heeded by the Deputy Commissioner of Ukhrul said Khamung Mashangva while also alleging that the 5 percent contingency for 2018-19 has also been misused by the DC of Ukhrul.
In response to the statement by the DC of Ukhrul to the JAC that the sanctioned amount does not include material components, Khamung Mashangva said,“ However, the intimation for correction to the authority concerned was made only on June 25,” while charging the DC of negligence of duty.
He also stated that the compensation for natural calamities for 2015-16 is yet to be disbursed while also mentioning that it is worth recollecting that Republic Day 2019 celebration was boycotted at Ukhrul headquarter since the DC failed to release MGNREGA funds meant for Ukhrul districts.
Ukhrul District NREGA, JAC has also called upon the CM and Governor of Manipur to look into the matter and rectify the anomalies. The JAC has also urged the chief minister of Manipur not to transfer or depute the current DC of Ukhrul before the matters at hand are solved.
It may be mentioned here that implementation of MGNREGA is slowly dying in Manipur; and in 2018-19, the sanctioned man days were only 16 days and the man days for 2019-20 is nil. Geo Tagging of works before, during and after has also failed miserably and practically it is not implemented in far flung and remote villages of Ukhrul District.
Meanwhile, the JAC has given an ultimatum of one week for rectifications while stating that unless necessary actions are taken up at the earliest, agitations will follow.
