Executive director of Woodhill Infra arrested by Manipur Police over fake bank gurantees

Manipur police has arrested the executive director M/S Woodhill Infrastructure Ltd, a construction company based in Ghaziabad, in a case pertaining to fraudulent issuance of bank guarantee amounting to Rs 6,62,00,000 in connection with the temporary restoration of National Highway-137 (Tamenglong-Khongsang road).

Manish Chaudhary, 33, son of Dheeraj Chaudhary of Sarvodaya Naga, Pilkhuwa, Hapur district, Uttar Pradesh, was arrested by a team of the Imphal West police on November 11 from UP and was remanded in police custody.

On August 6, 2015, M/S Woodhill Infrastructure Ltd was awarded the contract for temporary restoration of a 40-km stretch of the NH-137 after successful bidding. Subsequently, the Ministry directed the company to submit the relevant documents, including bank guarantee to National Highway Infrastructure Development Corporation Limited (NHIDCL), the implementing agency, for signing the contract.

However, Manish Chaudhary in collusion with Ningombam Ibochou, Director of Bhartia Infra Project Limited, and Gautum Kumar Roy, deputy manager of HDFC, Thangal Bazar Branch, Imphal, prepared fake bank guarantee document and submitted to NHIDCL.

Following a complaint by the NHIDCL project manager in 2016, police summoned Manish Chaudhary but he failed to appear. Later, a non-bailable warrant was issued against Manish, police said.

“The trio hatched a plan where M/S Woodhill infrastructure Ltd. Would bid for a project and sell the contract project to a sub-contractor illegally with the onus of submitting the bank guarantee to the sub-contractor on behalf of the main contractor. The sub-contractor Ningombam Ibochou, in collusion with the deputy manager of HDFC Bank Gautum Kumar Roy, prepared and issued a fake bank guarantee with no actual financial deposit made,” said the SP.

“We have sufficient evidence and all the relevant documents in the case have been seized and will soon file charge sheet against all those involved in the case,” said Imphal West district police SP Jogeschandra Haobijam.
