JIRIBAM | Jul 27 : At least six agitators and police personnel including the Superintendent of Police were injured as police clashed agitators at Lalpani Bazaar, Sonapur in Jiribam today over the Manipur People’s Bill, 2018.
The incident occurred when the JAC against Base year 1951 of Manipur People’s Bill , 2018 was trying to organise a public protest meet on ‘Manipur People’s Bill – 2018’ at Lalpani Bazaar, Jiribam, in the wake of the prohibitory ordered imposed under CrPC 144 by the district magistrate, Robert Kshetrimayum, this morning.
When JAC against Base year 1951 of Manipur People’s Bill – 2018 was preparing to begin a sit-in to protest against the Bill, police reportedly intervened informing about prohibitory under CrPC 144.
While an agreement was reached between the JAC and the police who had asked the JAC to get prior permission from the DC of Jiribam, an irate mob started to attack the police team pelting tones and using slingshots near Sonapur area. In an attempt to control the mob, the police team fired tear gases and fired rubber bullets at the crowd.
During the confrontation, the SP and OC of Jiribam along with several women police personnel got injured. Injury was also reported on the side of the agitators.
Some of the injured people are reported to have been admitted to Jiribam Hospital while others were taken to medical facilities at Silchar.
Additional state security force including Indian Reserve Battalion and police commandos reinforced to prevent from further agitations.
It may be noted that in view of preventing riots and unwanted activities, the DC of Jiribam, Robert Kshetrimayum had imposed CRPC 144 at Jiribam with effect from 7:01 am in the morning today.
Bengali speaking people settling in Jiribam took out a protest rally from Lalpani ground to Jiribam DC office on July 25 against the passing of Manipur People Bill, 2018 with 1951 as ‘base year’.
The bill was passed on July 23 in Manipur Legislative Assembly. There has been demand for introduction of a law to safeguard the indigenous people form influx of outsiders in the state.
The rally was jointly organised by JAC against base year 1951 of Manipur People Bill and All Jiribam United Minority Peoples, Jiribam.
They submitted a memorandum to DC Jiribam Robert Singh Kshetrimayum addressed to Manipur governor.
In the memorandum the JAC said the MPP Bill, 2018 with 1951 as base year violates Constitutional rights of the Bengali speaking people of Jiribam as well as people from other states settled in Manipur like Bihari, Punjabi and Nepali.
The bill is similar to Inner Line Permit System which is implementable only in hill states of India whereas Manipur is a valley state, added the memorandum.~IFP
